Explaining, Minister Nguyen Kim Son said that in order to effectively implement Decree 116, the role of localities in surveying and assessing the needs of each educational institution is very important. According to Mr. Son, the locality is still hesitant in ordering pedagogical students because they are concerned that they will not be able to arrange jobs due to the implementation of Decree 115 on recruitment, employment and management of public employees. Therefore, in the coming time, the Ministry of Education and Training will synchronize legal documents for effective enforcement.

Chairman of the Committee for Culture and Education Nguyen Dac Vinh said that the Committee agreed with the Ministry of Education that teachers must be the best. The current recruitment mechanism is working towards this goal, but the results achieved need to be further evaluated.

“I suggest that the Ministry of Education and other ministries and sectors complete policies to attract good people and perfect the recruitment mechanism to select good people to enter the industry,” said Vinh.

Many delegates also asked the Ministry of Education to explain the situation of excess and shortage of teachers. Minister Nguyen Kim Son said that the implementation of comprehensive and sustainable solutions to ensure that there is no excess or shortage of teachers “depends not only on the education sector but also on national policies, financial aspects and local solutions”. According to him, currently the industry is short of teachers but still have to reduce 10% of the staff according to the Government’s roadmap. “Recently, the two ministries of Education and Home Affairs have proposed to the Government to increase the number of preschool teachers by 27,850, but the procedures have not been available,” said Mr. Son.

Interior Minister Pham Thi Thanh Tra suggested that the reduction of payrolls should not be done in a mechanical way, but depending on the situation, the characteristics of each locality and the management of civil servants and public employees. For example, Thai Nguyen proposed to reduce the number of people receiving salaries of State employees by 20%; Some ministries have offered to reduce 50% because they are self-sufficient.
