The Ministry of Education and Training will study solutions to attract good students into pedagogy, ensuring teachers are the best, according to Minister Nguyen Kim Son.

However, many good students have not yet registered for pedagogy, and many localities have not ordered teachers.

“Pedagogical students who have graduated from school for many years have not had a job. The payroll assigned to the education sector is not flexible. Many localities lack but cannot regulate and recruit new ones because they have to be based on specific circumstances.” Ms. Dao said, asked the Minister of Education and Training to tell the solution to remove the above bottlenecks.

Delegate Nguyen Van Canh (Binh Dinh union) also suggested that “policies to attract good students into pedagogy?”.

Explaining, Minister Nguyen Kim Son said that in order to effectively implement Decree 116, the role of localities in surveying and assessing the needs of each educational institution is very important. According to Mr. Son, the locality is still hesitant in ordering pedagogical students because they are concerned that they will not be able to arrange jobs due to the implementation of Decree 115 on recruitment, employment and management of public employees. Therefore, in the coming time, the Ministry of Education and Training will synchronize legal documents for effective enforcement.

Leaders of the Ministry of Education and Information, Decree 116 has been implemented since 2021. “Currently, we have prioritized specialized students, students who won prizes for excellent students to go to pedagogical schools. The system of attraction policies will be strengthened in the coming time,” emphasized Mr. Son.

Chairman of the Committee for Culture and Education Nguyen Dac Vinh said that the Committee agreed with the Ministry of Education that teachers must be the best. The current recruitment mechanism is working towards this goal, but the results achieved need to be further evaluated.

“I suggest that the Ministry of Education and other ministries and sectors complete policies to attract good people and perfect the recruitment mechanism to select good people to enter the industry,” said Vinh.

Many delegates also asked the Ministry of Education to explain the situation of excess and shortage of teachers. Delegate Do Chi Nghia (Phu Yen delegation) cited the over-reported data of nearly 10,200 teachers and a shortage of over 94,700 teachers. He hypothesized that, if the number of redundant teachers could be sorted, there would still be a shortage of about 84,000. “So what is the solution to add these more than 84,000 teachers while still having to implement the Resolution on downsizing?”, delegate Nghia wondered.

Minister Nguyen Kim Son said that the implementation of comprehensive and sustainable solutions to ensure that there is no excess or shortage of teachers “depends not only on the education sector but also on national policies, financial aspects and local solutions”. According to him, currently the industry is short of teachers but still have to reduce 10% of the staff according to the Government’s roadmap. Students increase their mobility by nearly half a million people every year, while there is only one recruitment wave every few years.

“Recently, the two ministries of Education and Home Affairs have proposed to the Government to increase the number of preschool teachers by 27,850, but the procedures have not been available,” said Mr. Son.

Interior Minister Pham Thi Thanh Tra suggested that the reduction of payrolls should not be done in a mechanical way, but depending on the situation, the characteristics of each locality and the management of civil servants and public employees. For example, Thai Nguyen proposed to reduce the number of people receiving salaries of State employees by 20%; Some ministries have offered to reduce 50% because they are self-sufficient. Therefore, the goal is not to cut payrolls but to reduce the number of people receiving salaries from the State budget.

Ms. Tra suggested that the Ministry of Education soon complete the strategy on preschool and general education, review the size of the school network in the direction of streamlining the focal point, and review the appropriate student and teacher norms. each region…
